| 1. We support an East Coast Greenway Alliance proposal to replace more than two and a half acres of Laurel Park Green Acres land with five acres for the East Coast Greenway, including a two-mile bicycle and pedestrian path centered on the new planned southern Hackensack River railroad bridge. This mitigation would bring the East Coast Greenway off-road from Belleville Pike in Kearny to West Side Avenue in Jersey City. The East Coast Greenway Alliance is asking for a 20-foot wide corridor as follows: | |||||||||||||||||||||||||||||||||||||||
| • 0.4 mi of exclusive bike-ped facility from Belleville Pike (Kearny) to the western
shore of the Hackensack River (some on land, some on the bridge) • 0.2 mi of exclusive bike-ped facility over the Hackensack River • 1.4 mi of exclusive bike-ped facility from the eastern shore of the Hackensack River to West Side Ave (Jersey City) |

| 2. Monetary compensation isn’t acceptable. It would be based on market-rate value, which is currently low for this land. It would in no way compensate for the tremendous effort it takes to get additional park land in this County.
3. A land swap of double the land to be taken, as required by state law, and for the specific purpose of advancing the Greenway in Hudson County, is needed in this area, in which acquiring land for such purposes is very difficult. 4. River crossings pose big problems for the East Coast Greenway, which require the cooperation of major agencies and cannot usually be accomplished through municipal action alone or by individuals and nonprofits. 5. The East Coast Greenway will bring economic benefits to the County, with eco-tourism and the small businesses it encourages. 6. The East Coast Greenway will bring health benefits to the people of the County, encouraging walking and bicycling for exercise and recreation. 7. Mitigation with provision for the ECG is fairer to County residents, who will not directly benefit from the Portal Bridge project, which is more for the benefit of suburban commuters and long-distance Amtrak passengers. 8. Mitigation with provision for the ECG is consistent with federal, state, county, and municipality plans that call for bike/ped friendly environment and green linkages. 9. Green Acres, NJ Transit, Amtrak, the County, Kearny, Secaucus, and Jersey City all have leadership roles in addressing environmental and climate change issues, including through pedestrian and bicycling facilities. We ask them to advance this major bike/ped spine greenway through Hudson County and the region. |
