Take Park Land; Coalition Supports Acreage for
Greenway as Mitigation Measure

Plank Road
The swing bridge on the Northeast
Corridor between Kearny and Secaucus has served
passenger rail traffic over the Hackensack River for a
century. Now the Portal Bridge Capacity
Enhancement project plans to replace the structure
with two bridges designed to better accommodate NJ
Transit, Amtrak, and maritime traffic.
Two acres of Laurel Hill Park, Secaucus, will be
taken for the project. Because this acreage
is on the state Green Acres roster, compensation in the
form of money, land, or a combination must be
made. Given the County's open space deficit and the
challenge of crossing a river with the
Greenway, the East Coast Greenway Alliance
(ECGA) and the Embankment Preservation Coalition
support mitigation that includes acreage and bridge
accommodation.
At Wednesday's hearing, the ECGA will request that
mitigation be two miles of greenway corridor, 20
feet wide, connecting Kearny to Secaucus
and extending into the west side of Jersey City.
The Coalition supports the ECGA
request, and urges supporters to attend the hearing
and make your voice heard for this bike/ped path. For

Mediation Continues;
Litigation Stayed
State
AG Requests to Intervene
Conrail and the LLCs to which it sold the
Embankment rail line are in mediation with Jersey City,
Rails-to-Trails Conservancy, and the Embankment
Preservation Coalition under the guidance
of retired New Jersey State Supreme Court Chief
Justice James Zazzali. All parties
have stayed litigation at the federal and state levels
in the hope that a settlement can be reached.
In the meantime, the New Jersey Attorney General
has requested to intervene in the federal case, if
necessary, to defend a New Jersey statute whose
constitutionality Conrail called into
question.

Bike JC
Gets Rolling
Only Two Meetings But Lots
of Mileage
The new bicycle and pedestrian advocacy group Bike
JC has met only twice but has already forged ahead with
a
web site and ambitious plans to get the message out
that bicycling advocacy is here to stay!
The group is doing an informal audit of bike rack
use at key hubs, sending reps to police district
meetings, and planning activities, in cooperation with
the City of Jersey City, for Bike to Work
Week May 17-21.
Look for a Bike JC presence, in honor of Jersey
City's bike police patrol, at the city's
St. Patrick's Day

Coalition
Asks Help with Grant
Apps Proceeding
with "Cautious Optimism" re Settlement
If mediation (see article above) is successful,
funds will be needed to supplement those already raised
for Embankment acquisition and park and trail
development. The Coalition doesn't want to miss
current grant cycles, and is working with the City
to prepare applications that will be submitted if a
settlement is reached.
